SEOUL, Jan. 9 (Xinhua) -- South Korea and the Democratic People's Republic of Korea (DPRK) on Tuesday kicked off a senior-level, inter-governmental dialogue in the truce village of Panmunjom, Seoul's Unification Ministry said.
